The Halton Standard 
 
 

We are committed to providing quality homes, quality services and quality communities for all of our customers.

In our first four years we have invested £85 million improving our homes, making them warmer, safer and more secure.

By working closely with a number of partners, contractors and our customers we managed to go beyond the minimum ‘Decent Homes’ standards set by the Government to deliver the ‘Halton Standard’ and complete the improvements 15 months before the Government deadline.

Windows 

Windows should be no more than 40-years-old (30 in flats) and be repaired or replaced if in poor condition.

Our homes will have high quality double glazed plastic windows with secure locking handles and at least one emergency exit.

Kitchens

Kitchens should be no more than 20-years-old and have adequate space and layout. 

Around 4,000 kitchens have been modernised in the first 5 years and Customers are given a choice of worktops, doors and tiles. The condition will be reviewed every 15 years. Kitchens include floor and wall tiling, lever taps and where applicable, extractor fan and external garden tap.

Heating 

Boilers should be no more than 15-years-old and systems no more than 40-years-old. To be repaired or replaced if in poor condition. 

All homes, without full central heating, will be offered new systems within five years. All new systems include energy efficient boilers and separate radiator thermostats.

Bathrooms 

Bathroom facilities should be no more than 30-years-old

Around 3,000 bathrooms will be modernised within 10 years, allowing for showers, extractor fans and a choice of tiles. None of our bathrooms will be more than 20-years-old

Doors 

Doors should be no more than 40-years-old (30 in flats) and will be repaired or replaced if they are in poor condition

Our front and rear doors will be high quality, secure and with the choice of door pattern for our Customers.

Thermal insulation 

Homes should have a reasonable degree of thermal comfort with both efficient heating and effective insulation. 

All our homes, where lofts exist, will receive a minimum upgrading of insulation to 200mm deep within two years. 

Roof 

Roofs should be no more than 50-years-old (30 in flats) and be repaired or replaced if they are in poor condition

Roofs on our homes will not be older than their life expectancy.  Flat roofed blocks of flats, where possible, will be converted to pitched construction at the end of their life expectancy or within 15 years whichever is sooner. 

Electrical systems

Electricity systems should be no more than 30-years-old and be repaired or replaced if they are in poor condition. 

All homes will have domestic wiring which is no more than 25-years-old.  All new rewiring includes mains wired smoke detectors, security lighting and extra power outlets.  All homes will receive security lighting within five years and mains wired smoke alarms within 10 years.

Customer are offered external lighting, high security doors, windows and other security measures, where appropriate such as secure communal entrances

Gardens are cleared and left tidy prior to letting. 

Aids & Adaptations

We have allocated a fixed budget of £500,000 every year to meet individual and communal needs. 

Environmental improvements

Not part of the Standard

We have money set aside for each of our areas to provide off street parking, modernised refuse storage or other local needs.
