Our Board

Our Board is responsible for delivering Halton Housing’s vision of improving people’s lives.

Our Board is made up of people with various skills from across a number of industries.

Mark Fry

Our Board is ultimately responsible for delivering our vision of improving people’s lives.

The Board works together as a team to make decisions on a wide range of issues that contribute to the delivery of this vision. Board Members are remunerated to reflect the time and commitment required to deliver their responsibilities.

We operate an innovative system of Lead Board Members, with each Board Member taking lead responsibility for a key area of the business.

Meet Our Board Members

We have nine members, three nominated from the Local Authority and six recruited and selected to ensure we had the right mix of experience to take Halton Housing forward. Each Board Member takes a lead responsibility for a key area of the business. The Board works together as a team to make decisions on a wide range of issues that contribute to the delivery of our vision.

Clive Deadman

Group Board Chair

Clive has a background in Engineering and private equity, and he has held senior leadership roles in a range of utilities and infrastructure companies. Clive brings extensive experience from within the social housing sector, the NHS, the Ombudsmen and a range of other performance driven not-for-profit organisations. As a part time university lecturer and author Clive has studied how great organisations achieve frontier performance by balancing safety, customer service and environmental investment with financial objectives.

Angela Houldsworth

BOARD VICE CHAIR AND AUDIT & RISK COMMITTEE VICE CHAIR

Angela has significant Non-Exec experience in the housing sector. She’s an experienced business leader with over 30 years of successful delivery of high-profile business roles across a number of industries, including manufacturing and highly regulated service organisations. Angela’s current role as director of Angelteccies includes technical mentoring of young engineers within a global organisation as well as providing product and processing support into the Wire & Cable Industry. Angela is currently Vice Chair of the Audit & Risk Committee and HH Group board.

He was appointed to the role as Chair of Audit & Risk Committee in 2014. Mark is both an officer and a member of two local authorities, Warrington and Halton, with over 20 years’ experience in all aspects of finance and accounts.

He has broad experience in the health and children’s services sectors and has networks across the region and at various levels of the public sector.

Mark was appointed to the HH Board in September 2011 due to his proven commercial experience and business acumen.  Mark has spent over 40 years in the Logistics, Ports and Shipping Industry.  He’s held board positions at P&O, PD Ports, Westlink and The Stobart Group and was responsible for strategic planning and the delivery of financial and performance objectives.  He was NED and chair of Risk and Audit at Caledonian Maritime Assets Ltd.  Mark Chairs HH’s, Open Solutions UK Ltd, which invests in the PRS sector, the Build to Rent sector and which is currently developing sites for sale.  He is a member of the Remuneration and Nominations Committee.

Kevin is currently Director of Asset & Growth Strategy at The Guinness Partnership, one of the Country’s largest HAs. Kevin is responsible for the Guinness Footprint Strategy, providing strategic direction on focus areas for growth through development, acquisitions and strategic partnerships through to active Asset Management of a portfolio of over 65,000 homes across the Country. Kevin leads teams responsible for a variety of property roles across a variety of tenure types.

Mike is heavily involved with the local Chamber of Commerce and runs his own business, giving him an insight into the business sector in the borough and the wider region. Mike’s a champion for the voluntary sector which gives him an in-depth understanding of the needs of the more vulnerable in society and the support they need. Mike is a local Councillor which brings him into daily contact with communities across the borough. He has lots of experience of being on various Boards and chairing meetings. Mike’s a people person and is well respected in the political, business and charitable sectors in Halton.

Matt is CEO of a leading North West Housing provider.  Previously, Matt was Development Director at the same organisation and led on many iconic, award winning regeneration projects.  He’s a Board member of the Sheffield Local Housing Company, Chairs the Greater Manchester RP Joint Venture, Hive Homes and leads on Development issues for the Greater Manchester Housing Providers.  Matt has been involved with a Local Strategic Partnership, has been a PFI Company NED and has supported the NHF in a variety of ways.  Matt is well versed in the power of partnership working and supportive of collaborative work approaches.
